This unfavorable variance was due to rail ridership falling short of the forecast by 0.8 million unlinked passenger boardings and expenses coming over budget. The 2018 Fiscal Year-to-Date (months of July through May) Cost per Rail Passenger Trip of $3.48 exceeded the forecast by $0.18, or 5%. This unfavorable variance is due to rail ridership falling short of the forecast by 6.1 million unlinked passenger boardings.
